KOAT-TV is reporting Vinson has been indicted by a Cibola County special grand jury on charges that stem from when he was employed in Cibola County.
Special Prosecutor David Foster said that Vinson is accused of using his government credit card to make personal purchases of between $2,500 and $20,000 then trying to cover it up.
The jury came back with a six-count criminal indictment for him that included embezzlement and ethics violations.
New Mexico State Police and the State Auditor began looking into the allegations last year when it was learned that Vinson had bought an assault rifle and more than $300 worth of bullets on the county credit card.
Vinson said he kept the gun for a few months before turning it over to the county detention center. He said he didn't have law enforcement purchase the gun because he oversaw the detention facility.
Vinson has said the bullets were for personal use and he reimbursed the county more than $300 for them.
Vinson who has since retired and is now living in Deming, was Luna County manager for 16 years starting in 1993 and before that he served as County manager at Lea County.
