
County Manager Kelly Kuenstler said the request for the restraining order on Larry Caldwell arose after an incident between Caldwell and Luna County Courthouse security officer Moses Pastran.
The Deming Police Department report on the incident, which had all names redacted because Chief Michael Carillo said it was an ongoing investigation, said someone – presumed to be Caldwell – was told he could not enter the courthouse with a box cutter.
The box cutter was found during a “persons search” prior to last week’s Luna County Commission meeting.
The report indicates that the person believed to be Caldwell said he was going to slash some throats, although he did not mention anyone by name. Then the person left the premises with the box cutter, and someone – presumed to be Pastran – wanted the incident documented by police.
The person believed to be Caldwell was not charged by city police because the statement about throat slashing did not address anyone specifically.
