
The councilors approved an Infrastructure Capital Improvements Plan for fiscal years 2016 to 2020, and a Metropolitan Redevelopment Area Plan tied to the Deming Downtown Master Plan.
City Administrator Aaron Sera said the infrastructure plan, mandated by the state, prioritizes funding needs.
The plan sets the top priority as improving and expanding the Deming Police Department building, number two as water system line repairs – particularly in the Encanto Circle area, and number three as Cedar Street access near Foxworth-Galbraith Lumber Company.
The Metropolitan Redevelopment Plan – a $50,000 plan funded through the state MainStreet program at no expense to the city – was described by Planning Consultant Charlie Deans as a document that gives the city additional avenues to revitalize downtown, including the ability to form more public/private partnerships with downtown stakeholders.
Deans also said the plan gives flexibility with Local Economic Development Act and anti-donation clause restrictions.
In other action, the councilors approved Mayor Benny Jasso’s appointment of Raul Mercado as Deming Fire Department Assistant Chief – a promotion from captain, and Robert Acosta as fire captain – a promotion from lieutenant.
Jasso said the appointments were designed to ensure a smooth transition when Fire Department Chief Edgar Davalos retires in December.
